Withdrawal of Manuscripts
Authors are generally not allowed to withdraw submitted manuscripts. This policy is in place to prevent the wastage of valuable resources, including the time spent by editors and referees in processing the manuscript, as well as the financial and organizational investments made by the publisher.
If an author still insists on withdrawing their manuscript while it is in the peer-review process, a withdrawal penalty of $200 per manuscript may be imposed as a consequence.
It is considered unethical to withdraw a submitted manuscript from one journal after it has been accepted by another. If an author withdraws a manuscript after it has been accepted for publication, a higher penalty of US$500 per manuscript may be imposed. Withdrawal of an accepted manuscript is only allowed after the withdrawal penalty has been paid in full to the publisher. Failure to comply with the penalty may result in the author and their affiliation being blacklisted for future publication in the journal, and even previously published articles may be removed from the online system.
